Environment & Sustainability Task Group (ESTG)

This task group ensures that environmental and sustainability concerns are embedded across mainstream city services and that all Liverpool First partners are engaged in its work.

Working with partners, the task group has prepared a Climate Change Adaption Framework and Strategy for the city, agreeing priorities to achieve the city vision and regional priorities. 

The group monitors performance against Local Area Agreement (LAA) actions, targets and milestones to deliver priorities, whilst advising Liverpool First Strategic Issue Partnerships (SIPs) in the commissioning of environmental activities that will accelerate the delivery of any agreed outcomes.

ESTG’s main tasks

  • To act as champions for the climate change strategy and issues of wider economic social and environmental sustainability
  • Effectively focus national and international best practice generally, in relation to bio-diversity, waste management, energy management and environmental legislation
  • Provide strategic guidance and partner support for the Liverpool ‘Year of the Environment - 2009’
  • Oversee the development of a city-wide voice for the environment and for sustainability, within a city region context
  • Oversee the development of city-wide private sector environmental partnership and the delivery of effective environmental advice for the business sector
  • Ensure clear lines of accountability
  • Provide reports to the Liverpool First Executive Board and the Executive Advisory Group when required
  • Enable the involvement of all stakeholders including business, community, voluntary and faith sectors
  • To communicate the work of the ESTG to others using effective marketing and public relations strategies connected to the work of the partnership.

Gormley's view to LiverpoolClimate Change Strategic Framework

 

The Sustainable Community Strategy, 'Liverpool 2024: a thriving international city', developed by Liverpool First partners sets out the need to target direct action to tackle climate change, setting a 35% reduction target for CO2 emissions by 2024 from a 1990 baseline.

 

The ESTG has led in the development of a Climate Change Strategic Framework (see below) for the city which sets out the framework to deliver this goal, focusing initially on the residential, transport and commercial/business sectors.


Action plans will be prepared for these areas of activity to bring about changes towards a low carbon future for the city.

Climate Change adaptation framework

 

One of Liverpool First's aspirations, as set out in the Sustainable Community Strategy (Liverpool 2024), targeted direct action to tackle climate change and its future impacts on the city.

 

This resulted in national performance indicator NI 188 being selected in agreement with central government. NI 188 is being monitored over a three year period in the Liverpool First Local Area Agreement 2008-11.

 

'Liverpool 2024' committed the city to producing a climate adaptation and resilience strategy as part of a wider climate change programme to reduce city-wide carbon emissions.

 

Liverpool First is now delighted to publish the work carried out in 2008-09 – the Climate Adaptation Framework.

This document sets out current and future climate impacts specifically for the city and assesses the risks to public service delivery and the wider community.

 

The next steps will see the framework and the priorities it sets out being used to deliver adaptation action plans which will build adaptive capacity, and help build a stronger more resilient Liverpool for the future.

  

Year of the Environment

 

In 2009 Liverpool celebrated the Year of Environment, aimed at encouraging residents, businesses and visitors to look at ways in which we can all work together to tackle important issues such as climate change and reducing our carbon footprint. It was the biggest green celebration ever seen in the North West – and the first legacy year for European Capital of Culture 2008. 

Liverpool First and its key partner, Liverpool City Council worked with a huge number of organisations across the region on a range of exciting initiatives aimed at making Merseyside truly green and sustainable.
