Liverpool First for Economic Growth

 

Liverpool First's Economic Growth partners lead and co-ordinate the activity that will deliver the outcomes of the Local Area Agreement and achieve the city's vision of Liverpool becoming a thriving international city of world status by 2024. It will have an internationally competitive economy, cultural offer, outstanding quality of life and vibrant inclusive communities contributing to and sharing in sustainable wealth creation.

Priorities

The dual priorities of the Economic Growth partnership are to raise aspirations and build an economically competitive city whilst revitalising our neighbourhoods into sustainable skilled working communities.

The key objectives for the Economic Growth partnership are:

  1. Increasing employment and skills – specific priorities will be to improve skills and employment levels of our residents in our most deprived communities and neighbourhoods;
  2. Increase enterprise and productivity – Partner activity will increase the number of businesses, and jobs in the city, and increase inward investment;
  3. Revitalise the local economy of North Liverpool – between 2007 and 2010 through the Local Enterprise Growth Initiative with Sefton Council (SLEGI).  The partnership will provide the necessary drive to transform the area which is one of tghe poorest in the country;
  4. Increase business satisfaction with the business environment and public services – ensuring that those public sector organisations which serve businesses create and support the environment and conditions for businesses to thrive, flourish and innovate.
  5. Increase external perceptions of European Capital of Culture 2008 – an important priority for all partners is to ensure that positive perceptions of Liverpool are strengthened during 2008 by visitors, investors and residents.

Membership and Structure

The partnership leads, operates and delivers through a variety of groups and sub groups with representation from the public, private and voluntary sectors. The Leadership Group comprises:

  • Chief Executive of Business Liverpool (Chair)
  • Executive Member for Economic Development and Europe
  • District Manager Jobcentre Plus
  • Director of Area Greater Merseyside Learning and Skills Council
  • Executive Director of Regeneration Liverpool City Council
  • Chief Executive of Community and Voluntary Services
  • Area Director of Greater Merseyside Connexions
  • City Growth representative
  • Principal of Liverpool Community College
  • Representatives of Liverpool Universities
  • Director of Liverpool First
  • GONW representative
  • Business Liverpool representative
  • Chief Executive Liverpool Vision

There are three sub groups which report directly to the Board: "Employment, Learning and Skills Group", "Local Enterprise Growth Initiative Board" and the "Business Liverpool Board".

Economic Growth Partnership structure

The remit of the sub groups will be to oversee strategic planning, co-ordination of activity and delivery of activities to support the partnership agenda.

Neighbourhood partnership working groups are currently being established.  These groups will have the job of overseeing and co-ordinating local skills, learning, employment, business support, enterprise and investment issues identified in the Local Area Agreement and Neighbourhood Agreements.

A key function of these groups is to develop and maintain a strong and accountable relationship with local businesses and their various Business Leaders, networks and associations to ensure the delivery of high quality public sector services to businesses. They also provide a similar bridge between businesses and the residential community to enable the building of sustainable skilled communities and neighbourhoods.

At a neighbourhood level these Local Neighbourhood Partnership Working Groups will work with representatives and leaders of the local community to ensure that the issues of local people in the learning and skills environment and within the local labour market drive, enhance and accelerate local service delivery.
