Liverpool First for Economic Growth
Liverpool First's Economic Growth partners lead and co-ordinate the activity that will deliver the Competitiveness outcomes of the Local Area Agreement and achieve the city's vision of Liverpool becoming a thriving international city by 2024.
Our vision is:
'By 2024, Liverpool will be Competitive on the world stage with a sustainable business sector and strong knowledge economy, supported by a workforce drawn from citizens who have lifelong learning ambition and competitive levels of aptitude and skills.'
Priorities
The key objectives for the Economic Growth partnership are to deliver the two competitiveness outcomes of the City Vision and the indicators within the Local Area Agreement:
- Increased sustainable wleath creation, jobs and businesses, particularly in the knowledge economy
- To grow and develop a larger more skilled workforce through improved skills and qualifications.
The Local Area Agreement indicators include:
- Increase the overall employment rate in the city
- Increase new business registration rate
- Increase the number of jobs in the knowledge economy
- Make Liverpool an environment for a thriving third sector
Membership and Structure
The partnership leads, operates and delivers through a sub group and variety of short-term task and finish groups, with representation from the public, private and voluntary sectors. The partnership comprises:
- Executive Director of Regeneration, Liverpool City Council (Chair)
- Executive Member for Economic Development and Europe
- District Manager Jobcentre Plus
- Director of Area Greater Merseyside Learning and Skills Council
- Chief Executive of Liverpool Community and Voluntary Services
- Area Director of Greater Merseyside Connexions
- Chief Executive of Liverpool Chamber of Commerce and Industry
- City Growth representative
- Director of Opertations of Merseytravel
- Principal of Liverpool Community College
- Representatives from Liverpool universities
- Director of Liverpool First
- GoNW representative
- Liverpool Vision representatives
The Advisory and Performance sub-group reports directly to the Board.
Economic Growth Partnership structure
The remit of the partnership is to oversee strategic planning, co-ordination of activity and delivery of activities to support the achievement of the Competitiveness and Connectivity outcomes of the city vision. The partnership also supports delivery of an outcome from the Distinctive Sense of Place driver.
Neighbourhood partnership working groups are currently being established. These groups will have the job of overseeing and co-ordinating local skills, learning, employment, business support, enterprise and investment issues identified in the Local Area Agreement and Neighbourhood Agreements.
A key function of these groups is to develop and maintain a strong and accountable relationship with local businesses and their various Business Leaders, networks and associations to ensure the delivery of high quality public sector services to businesses. They also provide a similar bridge between businesses and the residential community to enable the building of sustainable skilled communities and neighbourhoods.
At a neighbourhood level these Local Neighbourhood Partnership Working Groups (NPWGs) will work with representatives and leaders of the local community to ensure that the issues of local people in the learning and skills environment and within the local labour market drive, enhance and accelerate local service delivery.
Liverpool and Merseyside Business Guide
Burrows Business Guides has recently completed a publication focusing on regeneration and investment in the Liverpool City Region.
The 82 page guide is intended to provide a snapshot of the region's current and future plans for improving job prospects, protecting business and future regeneration. A range of Liverpool First partner organisations are featured in the publication including Liverpool Chamber of Commerce and Industry, Merseytravel and University of Liverpool.
