Liverpool First for Safer & Stronger Communities

Police and horsesThe Crime and Disorder Act 1998 and the Police Reform Act 2002 place a duty on specific agencies to work in partnership within the community, to tackle crime, disorder and misuse of drugs.  This partnership in Liverpool is known as Citysafe.

Citysafe statutory partners include Liverpool City Council, Merseyside Police, Merseyside Fire and Liverpool PCT.  Many more organisations are involved and membership extends to more than 40 representatives from 20 agencies.

Priorities

Citysafe's structures, membership, roles and remit have been reviewed so that they help the "safer, stronger, cleaner, greener communities" neighbourhoods' agenda.  They have also changed as a result of the following:

  • The Crime and Disorder Reduction Partnership Review commissioned by Government Office North West (GoNW) and Citysafe that was undertaken by an independent Neighbourhood Renewal Advisor (NRA) in autumn 2006
  • Improvement Plan recommendations
  • Performance Management requirements
  • Getting "SMART" - linking targets to partnership action and outcomes more effectively
  • Neighbourhood governance
  • Local Area Agreement (Safer & Stronger Communities theme)
  • Crime & Disorder Act Review
  • White Paper - "Strong & Prosperous Communities"

The Citysafe Board will decide on key issues to raise with Liverpool First Executive Board (LFEB), Neighbourhood Committees and Neighbourhood Partnership Working Groups.  Citysafe will be represented on LFEB by the Chief Executive of Liverpool City Council and by one of the two Police Area Commanders.

Membership

Membership of this newly merged Citysafe Board comprise chief officer level representatives from the main Crime & Disorder Reduction Partnership (CDRP) responsible authorities:

  • Local Authority (including Executive Member for Community Safety, and senior officers from key Portfolios for Community Services, Regeneration and Children's Services)
  • Police Authority (including Authority Members), Police Service (two Police BCU Area Commanders)
  • Health (PCT, Lead Commissioner for Drugs, Alcohol & Public Health);
  • Fire Service
  • Liverpool First (Local Strategic Partnership)
  • Head of Youth Offending Team
  • Head of Supporting People Prorgramme
  • Liverpool First for Housing - the Chair of the SHP representing Registered Social Landlords
  • Probation Service (Chief Probation Officer or Assistant Chief Probation Officer);
  • Jobcentre Plus
  • Liverpool Charity and Voluntary Services (LCVS), and
  • Community Justice Centre (Judge Fletcher or his nominee).

The main Citysafe Board will hold regular bi-monthly meetings, and will be chaired by the Chief Executive of Liverpool City Council. The Deputy Chair will be the Police Area Commander.

RESPECTRESPECT Liverpool

In 2007-08, the city of Liverpool was identified as one of the initial 40 'RESPECT Action Areas' across the country.

RESPECT is a Home Office initiative developed to build a stronger, more co-ordinated approach to tackling anti-social behaviour (ASB) and associated environmental problems within our communities.

Respect Weeks of Action

To support the national RESPECT Action Areas campaign, Liverpool First for Safer & Stronger Communities partners developed a programme of monthly RESPECT Weeks of Action in wards across the city where crime and environmental issues were identified by the local community as a concern. Citysafe Forum Meetings

Six monthly Citysafe Forum meetings will be held, with more people being invited from a wider range of organisations.  This will coincide with mid-year and end-of-year performance and performance reports to the Liverpool First Executive Board. Financial reports will be submitted to the City Council's Executive Board (as the Local Authority is the financial accountable body for partnership funding). The wider Citysafe Forum will have a scrutiny of performance role.

The Citysafe Forum will also be chaired by the Chief Executive of Liverpool City Council, with the Police Area Commander as Deputy Chair.

The Citysafe Forum membership will include:

  • Citysafe Board representatives
  • Voluntary Sector (LCVS, Liverpool Community Network)
  • Crown Prosecution Service
  • Training and Enterprise Councils
  • Jobcentre Plus
  • Crown Courts, Magistrates Courts
  • Transport bodies, British Transport Police
  • Liverpool First Forum
