Liverpool First for Housing

New residential shotThe primary purpose of Liverpool First for Housing is to take a strategic view of the sector, agree on the opportunities and threats facing housing provision in Liverpool, and to come up with appropriate responses.

Our vision is:

'By 2024 Liverpool will be distinctive from our overseas competitors, harnessing the diversity and creativity of our people and of our cultural and physical fabric' 

Bringing agencies together from the public and private sector means that ideas, money and efforts can be pooled to make significant improvements to housing in the city. We aim to provide the opportunity and choice for every household in the city to live in a decent and affordable home suitable to their needs, set in a safe and attractive residential environment.

Liverpool’s Housing Strategy is reshaping the city’s housing market over a 15 year period between 2005 and 2020.  It is looking at housing in every part of the city, rich and poor alike (this is called a "whole market approach").  The strategy has many different policy responses and plans for different housing zones in the city. It is based on extensive data about the condition of homes across the city that is collected by the Liverpool Asset Management Project (LAMP), a specialist team who work within Liverpool City Council. 

In recent times there have been a number of important changes that have had a major impact on our work.  These changes have included the introduction of Local Area Agreements (LAAs), and the future role of Liverpool City Council following the transfer of its remaining housing stock to a new Registered Social Landlord. The importance of Liverpool First for Housing has therefore increased as Liverpool City Council is no longer a housing provider as last remaining Council homes were transferred over to ‘Liverpool Mutual Homes’, the not-for-profit social landlord company.

Sub Groups

There are three sub-groups working towards the agreed objectives of the Liverpool First for Housing Board.  These are detailed below with a list of key responsibilities:

  • Policy and Resources sub-group
  • Neighbourhood Regeneration and Renewal sub-group
  • Meeting Housing Needs sub-group 

At a neighbourhood level, local Neighbourhood Partnership Working Groups (NPWGs) will work with representatives and leaders of the local community to ensure that the housing issues of local people are recognised and help us enhance and accelerate local service delivery.
