Liverpool First for Children & Young People (Children's Trust)

Girls with crayonsThe primary purpose of the Partnership is to consult, plan, monitor and evaluate the delivery of services across Liverpool in undertaking their statutory duty to co-operate in improving the wellbeing of children and young people.

In doing so, the Partnership also acts as the city's Children’s Trust. To find out more about Children's Trusts click here.

It also promotes and shares good practice, and aims to secure the engagement and commitment of key stakeholders in delivering the five outcomes of Every Child Matters:

  • Being Healthy
  • Staying Safe
  • Enjoying and Achieving
  • Making a Positive Contribution
  • Achieving Economic Wellbeing.

The latest Children and Young People's plan for Liverpool was approved by Liverpool City Council on 25 May 2010 and is published on its website in accordance with statutory requirements.

The Children and Young People's Plan is the city's key strategic statement for children and young people, and is part of the wider strategic planning for the city, which is overseen by Liverpool First. In April 2010, the Children's Trust Board took over the statutory responsibility for producing the CYPP and will be responsible for publishing a new CYPP no later than 1 April 2011.

Membership

The Partnership operates through various groups and sub groups with representation from strategic partners, the voluntary and community sectors, and young people where this is most appropriate.

The Children's Trust Board comprises:

  • Opposition Spokesperson, Education and Children's Services
  • Chair of Be Healthy sub group
  • Chair of Stay Safe sub group

  • Chair of Achieve Economic Wellbeing sub group
  • Chair of Integrated Commissioning sub group
  • Chair of Integrated Working sub group
  • Youth Offending Service
  • Greater Merseyside Connexions
  • Greater Merseyside Learning and Skills Council
  • Jobcentre Plus
  • Liverpool Primary Care Trust
  • Merseyside Police
  • Merseyside Fire and Rescue Service
  • Director of Liverpool First
  • Alder Hey Children’s NHS Foundation Trust
  • General Practitioners
  • Headteacher Managerial Associations (representing Liverpool schools)
  • 0-25 Network (representing the voluntary and community sector)

Partnership working arrangements are robust and have produced jointly owned strategic plans which have arisen through consultation. The role and remit of the sub groups has recently been reviewed and revised so that it reflects the nature of the closer working relationships between partner agencies. A key role of the partnership sub structure is that of ensuring “added value” and coherence so that we are able to achieve more working together rather than by working alone in ignorance of what each other is doing.

Government policy in respect of neighbourhood services is increasingly drawing public service providers closer together where they operate within particular areas of the community. At a neighbourhood level Partnership Working Groups will work with representatives of the local community to consider issues that affect the lives of children and young people and will drive improvements in service delivery.

The following meeting dates have been agreed by the Liverpool First for Children and Young People Executive, and will take place at MYA - The Door, 65 – 67 Hanover Street, Liverpool L1 3DY. Each meeting is scheduled to start at 2.00pm and finish by 4.00pm, with the exception of the next meeting.

Partner Briefing Updates

 

To improve the way we communicate as a partnership, Partner Briefing Updates have been introduced.

Currently an update is produced after each LFEB and circulated around the partnership, as well as being uploaded onto this site. The Children's Trust board has just produced its first update, which is available on by clicking on the link below. Subsequent updates will be produced after each Trust meeting.
