Liverpool First for Children & Young People

 

The primary purpose of the Partnership is to consult, plan, monitor and evaluate the delivery of services across Liverpool in undertaking their statutory duty to co-operate in improving the well-being of children and young people. It also promotes and shares good practice, and aims to secure the engagement and commitment of key stakeholders in delivering the five outcomes of  Every Child Matters:

  • Being Healthy
  • Staying Safe
  • Enjoying and Achieving
  • Making a Positive Contribution
  • Achieving Economic Wellbeing

Priorities

Since April 2006, Liverpool’s Children and Young Peoples' Plan has been the overarching strategic framework for services to children, young people and their families/carers.

A number of topics will be progressed, but four key priorities will remain the focus for significant step change:

  • Reduce childhood obesity and promote a culture of physical activity;
  • Reduce the risk of abuse, domestic violence, bullying and anti-social behaviour;
  • Improve the achievement of children in care, those from under-achieving Black and racial minority communities and young carers;
  • Improve early diagnosis and family support for disabled children and children with special educational needs, to enrich lives and enable them to reach their full potential and be valued
The various partners' plans also reflect fully the range, diversity and complexity of the needs of children and young people and require their full involvement in developments. This ensures that services and partners take account of all equality and diversity issues and effectively promote race and disability equality.


Membership

The Partnership operates through various groups and sub groups with representation from strategic partners, the voluntary and community sectors, and young people where this is most appropriate. The Executive Group comprises:

  • Executive Director of Liverpool Children’s Services
  • Director of Liverpool First
  • Prime Minister of Liverpool Schools’ Parliament
  • Partnership Director, Greater Merseyside Learning and Skills Council
  • Deputy Chief Executive of Liverpool Primary Care Trust
  • Executive Nurse, Royal Liverpool Children’s (NHS) Trust
  • Chief Executive, Merseyside Youth Association
  • Area Manager, Greater Merseyside Connexions Partnership
  • Head of Youth Offending Service
  • Chair of Joint Advisory Group – Citysafe Partnership
  • Children and Young People Services Manager, Merseyside Fire and Rescue Service
  • Chair of Surestart 0-5 sub group
  • Chair of Children and Families 5-13 sub group
  • A serving Headteacher

Partnership working arrangements are robust and have produced jointly owned strategic plans which have arisen through consultation. The role and remit of the sub groups has recently been reviewed and revised so that it reflects the nature of the closer working relationships between partner agencies. A key role of the partnership sub structure is that of ensuring “added value” and coherence so that we are able to achieve more working together rather than by working alone in ignorance of what each other is doing.

Government policy in respect of neighbourhood services is increasingly drawing public service providers closer together where they operate within particular areas of the community. At a neighbourhood level Partnership Working Groups will work with representatives of the local community to consider issues that affect the lives of children and young people and will drive improvements in service delivery.
