As part of the city’s Local Strategic Partnership, Liverpool City Council works closely with other public services, such as the police and health, businesses and community representatives to make decisions about the provision of services for local people.
To make proper informed decisions, we need to know what residents think about what it's like to live in their areas so we can be certain that we are dealing with the issues and concerns that matter to residents.
We also need to know how well we are delivering services and whether we need to do anything different. Conducting the Place Survey exercise will allow us to obtain this information to improve the way local services are delivered.

Who was consulted and how?
Residents of Liverpool were surveyed via a postal questionnaire.The questionnaire asked for opinions about aspects of the quality of life in their local area, including questions covering community safety and local services. We define a local area as the area within 15-20 minutes walking distance from the consultee's home.The results will be reported to the city council's executive board and executive management team.What were the findings of the exercise?
This was the first place survey undertaken.
It therefore provides a baseline, or starting point, that we can compare future place survey results with, enabling us to track the satisfaction of local residents. This means that will be able to find out whether the changes or interventions we make are providing the right outcome, or not, for local residents by seeing whether satisfaction levels increase or decrease when compared to the findings of the 2008 survey.The key findings of the 2008 survey include:
- 71% of respondents are satisfied with the local area
- 84% were satisfied with their home as a place to live
- 47% were satisfied with the way Liverpool City Council runs things overall
- 33% thought they were well informed about local public services
- 27% agreed that they could influence decisions affecting their local area
- 71% feel that they receive fair treatment from local services
- 28% feel that the police and local council understand local concerns about anti-social behaviour and crime.

What are the changes being brought about as a result of the consultation?
A number of national performance indicators derive their outcomes from the findings of this survey. This enables us to compare our performance with that of other councils of relative size, for example, see how we compare against Sheffield, Birmingham and Bristol councils. All of the business units within the council who have responsibility for any of the performance indicators that derive there outcomes from the survey will be required to produce an action plan in response to the survey results.Liverpool First will share the results of the survey with its partners. We will also take responsibility for monitoring the performance of two of the place survey national indicators (NIs 1 and 4) that are included in the city's local area agreement (LAA).
